I have had this for a while(1 year+) now I tried looking it up everywhere but could not find anything about it. it does not cause any pain or any kind of discomfort Its just dry, refuses to get lubricated or I have to focus in that particular area for a while for the natural/artificial lube to go to work.

dry skin that specific part i circled if you look you can see there being a line of sort that divides the moisturized and dry parts

i dont think thats a problem, maybe your forskin doesnt reach that area most of the time

What age are you? How would you normally clean your penis: do you apply soap and shower gel when you shower?
Would you normally wash your penis after urinating, and if yes, would you usually use soap?

i am 21. I usually just apply soap or body wash there every two days or so. No i do not wash it after urinating everytime.

So, if you want to help the skin improve do not apply any form of body was such as shower gel or soap - get in the habit of cleaning your penis with water only.
When you urinate get the foreskin out of the way for starters by exposing the head of your penis - wipe around the tip of your penis with a clean tissue or toilet paper.
Wash as often as you can after urinating with warm water - never hot, and ensure that your dry the entire head and foreskin after washing and following a shower.
For the dryness the best thing to use is Liquid Coconut Oil - make sure it is not one specifically for hair.
Apply a very fine coating after drying yourself after taking a shower. It can also be used as a lube for masturbation - again a fine coating is all you need.
Avoid applying anything else such as actual moisturisers and skin cream.
You will not get an immediate change - this will take place over an extended period of months.
What you could have is pigmentation change which is very common on the genitals, as I indicate, it can also be linked to urination practices. It is also potential that you have a skin problem such as Psoriasis developing as often it is the genitals where they first show, or sometimes will only be apparent
If after 9 months you have no improvement or other problems get a Dermatologist to check it
