sorry if this is tmi but it doesnt hurt or itch but tends to bleed if i wipe too much. there also was a small scratch there before from when i thought was my underwear rubbing for an extended amount of time.

It sounds like a hemorrhoid but is almost impossible to tell without a photo.

there used to be a small cut where it is circled. it doesnt itch or anything. it just bleeds when i wipe

The area is certainly irritated. If you think your underware might have been chafing that area it could cause this. Try wearing loose fitting cotton underware for a few days and keeping the area as dry as possible and see if it continues to heal up. Using wet wiped to wipe until it heals may also be beneficial to avoid irritating it when wiping.

I recommend that you research Lichen sclerosus and see if it fits your description. If you see a doctor make sure to mention this, because it's not very common and it gets overlooked sometimes.
