There would not seem to be anything in the photos to be concerned about - can you describe in detail what you think may be wrong ..... ?

these cluster of growths under my penis head is of what i am concerned about. earlier my skin was smooth. they don't cause any discomfort or anything. but the thought of it spreading is making me scared. my skin was smooth before. i feel it may be spreading.

I take it you are way under 35 YOA ?- the biggest thing commonly mistaken for indications of problems are actually normal development to the penis following the onset of sexual maturation.
So the cluster are very likely to be Fordyce Spots - if you feel the quality or health of your penile skin is changing this is a totally unrelated matter.
The biggest problems with the health of penile skin are caused by the regular use of soap and things like shower gel - you need to use water only to wash your penis with. When you take a shower always throughly rinse away soap and other body cleansers that have drained into your entire groin region, and your penis in particular. Make sure no moisture remain in the entire groin area and in particular, around the head and upper-shaft area of your penis ....
