Firstly I didnt use condom for 10 seconds.After I used it till ı cumming.These spots appeared after 2 hours.

Many men falsely believe that oral is much safer than penetrative sex, when, in fact you are just as likely to get an STD / STI from oral sex.
You could have a yeast / fungal infection, or a bacterial infection - from oral it is more likely to be bacterial - or you may actually have both.
it would be best if you get tested for the most common STD / STI's as that is the only way to get the correct treatment put in place.
My advice would be to get a Sexual Health professional to visually check what you have going on as you appear to have variations in the pigmentation of the skin on the head of your penis ....

I went dermathologist and get tested.He said its not std and sti.gave me hydrocortizone cream but it didnt anything

So the fundamental of a hydrocortisone are that it needs to be of sufficient strength to overcome the conditions that are present on the skin, it needs to be applied correctly so that it is absorbed by the skin, it has to be applied sufficiently frequently enough - otherwise you will get a false impression of the effectiveness of the hydrocortisone.
What is the name of the hydrocortisone ....... ?
The most common cause of these kinds of problems are yeast / fungal infections, then bacterial - some hydrocortisone's have antifungal / antibacterial properties - but as Glen rightly states, you can get a simple antifungal treatment such as clotrimazole or canesten without seeing a medical professional.

Foreskin provides a favorable condition for fungus growth.Suggest a tube of antifungal cream (over the counter at drug store) and apply as directed.I have had this experience and found that I was able to correct it w/o seeing a doctor. Good luck.
