You do not say how long ago this first appeared?
It could be a slight reaction to something the head of your penis has been in contact with. This can be quite literally anything: from soap, shower gel, skin cream, a condom, because of penetrative sex with / without condom
If you masturbate or have sex with / without condom - the dermatological reaction can be multiplied.
So, first consider what the head of your penis has been in contact with

hey Dugie,
I first noticed it on Sunday after admittedly masturbating. I stay away from soaps, and wash with warm water. I've been using clotrimazole 1% cream and the red patch is barely visible. Still have no idea what this could be though... maybe a mild case of Balanitis??

The term Balanitis is not particularly helpful as it gives no clue as to what has caused it, and therefore, what is required to put it right.
What you need to understand is that when something has caused irritation to the glans / head or foreskin of the penis it will take much more time than the skin elsewhere on the body.
I would give it up to 3 weeks and it should have cleared and fully healed by then - if it becomes far worse then follow what Abigail suggests

Well online discussion forums and blogs are informative, I suggest see a doctor.
Getting it checked is better for mental peace and physical attributes in the longer run.
Nothing to be shy about your private parts in front of the doctor. You could even consult the doctor online.
Many medical websites online are helpful for such immediate checkups. Take care

Hi all,
Just a little update. Went to the doctor to get STD/STI tests done.
After getting the results I have tested positive for Ureaplasma Parvum and Gardnerella vaginalis PCR. Not nearly as serious, but still something ill get medication for.
It seems that the above mentioned rash was not related.
