A few months after having a relationship with a person with HPV (only mutual masturbation, not in sametime), I had a lot of burning in the urethra and a few months later appeared this white stain on the head of the penis, it does not scratch it does not sting and does not hurt, and disappears when my penis is with erection , but the stain comes back when the penis becomes normal, I don't know what to do.

You should consult a dermatologist or a urologist.

Also HPV doesn't spread through mutual masturbation.

Which strain of HPV your partner was having?

Someone on here recently had a similar issue with HSV - I would suggest you get it checked out at a Sexual Health Service ....
