    The ones around the circumference of the glans are coronal papillae.

    The ones on the glans are prominent sebaceous (oil) glands; if you look carefully at the first photo you have something similar on the skin covering the shaft of the penis.

      they're under my scrotum

      I used to scratch them with my fingernails but nothing happened

      Some strong scratches scratch it and it comes off on its own when it dries, but they don't come back

      I see some similarities in neck, chest, pink, abdomen, groin, eyelids

      They could simply be skin tags, but viral warts caused by HPV infection is another possibility.
