Looks like a bacterial infection under the skin and should come to a head and discharge pus eventually. just keep it clean by gentle washing. Dont think its because of panty liners. These are often caused by friction, possibly via sex but can pop up anytime. Most women will get one or two in their lifetime. Well done for getting a professional opinion
