White/red pimples + white skin patches, negative STI tests

I hope someone here can help me, I have been trying to make an appointment with clinics in my area but it is extremely difficult to get one, this is my only current option.

I started seeing symptoms about 2 months ago, began with white pimples at the base which increased and moved up to the shaft of my penis. Aside from the pimples I've also gotten small white patches of skin, neither the patches or the pimples hurt, they don't pop open or turn into sores. Symptoms I do have are occasional itching, burning sensation when peeing and the genital area looking a bit inflamed.

I have tested negative for HIV, Syphilis, Gonorrhea and Chlamidya. I tried taking fluconazole which did not help, I also tried applying Clotrimazole but this made it feel like the symptoms were getting worse...

    I have this same issue, first noticed it in October 2021 , a few more have appeared since. Went to planned parenthood and they said it looks cyst-like, and should be poppable, but they aren't. From what I can tell, it's not herpetic (doesn't hurt, doesn't explode into sores, and still there after months).

    Hoping to schedule something with a dermatologist soon to discuss removal.
