What age are you? Have you just started taking any new medication? Do you apply ANY form of cream, lotion or moisturiser to your penile skin? Have you used a condom in the last week or so, immediately prior to these showing up?
What you may have is something physiological happening within the body, such as a skin condition, or the skin may be reacting to something that it was recently in contact with.
The photo you have posted does not show the detail required for further comment on what the white patches are precisely: a photo or two with clear focus taken in bright sunlight may be really helpful.
What you can also do is to feel the texture of the skin and compare this with skin elsewhere on your penis that does not have these white spots and see if it feels totally different?
Another experiment you can try is to get something like a baby oil or any form of skin cream - as long as you did not apply either of these to your penis immediately before the spots appeared - and rub a very small amount into one of the larger spots, only. You may get a reaction after 12 to 36 hours or so - if so, update your post here.
Essentially, if the issue persists for 2 to 3 weeks the best approach would be to get an appointment with a Dermatologist - if appointments are difficult due to the Corona Virus situation contact one of the major Sexual Health Service providers or GU Medicine Services in your area such as a GUM Clinic at one of the larger General Hospitals in your region if you live in the UK

i'm 24 yrs old,
i don't have any medications, i'm only taking vitamins and stuff.
sometimes i apply an aloe vera moisturiser on it
and i have not used a condom during the past few weeks.
actually one of the spots on the picture disappeared, but new ones appeared after i had sex.
the texture of the spot is kinda bumpy ish compared to the other skin
i'll try the experiment
i'll post a photo later to show you.

Certainly sounds unusual if one of the spots disappeared.
Can you think back to when you thought you needed to apply the aloe vera - how long ago was this, and what was the reasoning for this? Was there dry skin in particular areas of your penis, on most of it, or just in a small limited area?
Were you suspicious that you had a penile skin issue at that time?

I didnt really need to apply the aloe vera moisturiser its just that somebody told me that i was good for the skin but even if i applied it nothing really happened and i stopped applying like 2 months ago, so i think that the aloe didnt cause anything.
the frenulum is dry and it hurts sometimes, there are some other parts as well but it was just on a small area so i overlooked it.
i was not suspicious at that time not until a week ago.

You need to seek medical attention as soon as possible - either contact your GP, you can send them the 4th photo you have posted if you cannot get a face-to-face appointment, or at least contact one of the other service providers that I have mentioned in the area in which you live. These were:
