White spots near the frenulum

Hello, there are some white spots right beside my frenulum, it seems like warts but i feel like its some sort of infection. I tried removing it with a tool but it won't go away. It doesn't give me discomfort, but I'm getting embarrassed by it. I'm still a virgin and I only masturbate. Sometimes I can't clean this part of my penis that well after masturbating or when I shower so it may be the cause of this as well. Anybody knows what this is?

    Hi They are probably Tyson spots but if your concerned about them ask your GP or STI clinic. Do you have any pearly penile papules? Both of them are very normal to have.
