Why do I have a cluster of yellow (kinda white) dots surrounding the foreskin below my penis glands?

Like the title says, there is a cluster of yellow (kinda white) dots surrounding the foreskin below my penis glands. A single dot is basically the size of a grain of sand. I counted around 30 of these little dots and I'm concerned for my health. They sit right below my penis glands if you retract the foreskin back slightly.

I'm 13 and a half and I've only recently started cleaning my penis as I was never taught to clean it by my father as I grew up. I believe it's the after-effect of lack of hygiene and was wondering if it'll ever go away.

The following image is NOT my penis, however it's an image showing someone else's penis and has the same dots as I do.

Could be wrong, but that looks like HSV in the pic provided. What you are seeing is probably PPP which is normal.

Hmm, mine doesn't look like HSV or PPP. I think it's Fordyce spots but then again, I'm not a doctor.

These, if they ARE in the same location and look the same as the ones in the photo - on your penis, are not linked to the penile hygiene that you previously had.

In terms of what yours will be - and photo of NOT your penis is not the best thing to judge from - the general rule is if you have never had any sexual contact hen what you have can ONLY be the natural development of your penis.

It is possible they may fade in size, but, it is just as likely that you will get many more of these, and the ones you currently have and the new ones may become much more distinct.

Another general rule is how your penis looks when you are around 26 to 28 YOA is how you penis will look for the rest of your life. In the mean time, your penis has a great deal more natural development to happen to it .....

That's exactly what I have! Don't worry, they're a natural occurrence and don't harm the penis in any way.
