Looks more like psoriasis or eczema or something fungal. Herpes would be painful and burst open sores. Have you tried lotromon or anything like that? Careful with soaps and shower gels...

What you have is a severe skin reaction going on - this is most often caused by what the skin is in regular contact with - think about ANYTHING you may apply to the skin? What you could have is that there was an initial cause, but now a combination of things are creating and maintaining what you see now.
If you do not use soaps or shower gels directly on the area do you use them elsewhere on your body in the shower and they drain to the area. If this is a possibility end a shower by spending time rinsing your entire groin, anal and genital region with warm water only.
Be extremely careful drying the area as you may simply cause more damage - you MUST remove all moisture as this can further add to the problem.
Do you do active sports training or gym workouts where you sweat a great deal?
Also, as Protect My is getting at, check what your clothes are washed in - it is possible you are getting a severe reaction to a cheap soap powder, so again, check whether this has recently changed, or things like fabric conditioners or other additives have recently changed?
You are most likely going to need the help of a Dermatologist to identify what you currently have going on, and, you may need to try a number of topical applications to deal with a potential mixture of different things that are combining to create what you have going on now .....

Any new laundry detergent or fabric softeners recently?
Even still if eczema or psoriasis can be brought on from stress and not always an irritant. I still think it would be noticeable pain at this point if it were herpes. Maybe see if a video visit with a doc is available to you and your budget...
