I don't really see any problems in the photos.
Maybe try not masturbating for a few days and see if that does anything

Possibly just balanitis, in which case these links might help:
https://patient.info/health/balanitis-leaflet
https://patient.info/doctor/balanitis-pro (written for doctors)
Don't use soap to wash down there, and always take a leak and have a wash after masturbation or sex. Canesten cream may also help.
Personally, I wouldn't see a doctor in your position unless it doesn't clear up in a week or two, but if you want to, then go ahead. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
If you could update this thread and tell us what the doctors say, it would be appreciated. Good luck.
Disclaimer: I'm not a doctor.

Yes, I looked at all the pics you posted. I don't think you should use any soap on your genitals though, and certainly not antibacterial soap. I've just been reading up on it, and some women seem to think it works for them, but I honestly think you're better off with no soap at all. If you do use it, then make sure it's all washed off.

I think it's balanitis, but I'm not a doctor. Balanitis isn't necessarily itchy. I don't think it would affect your ability to have sex, but I think you should read the links I posted, and try the things I suggested. If it doesn't clear up in a week or two, you should see a doctor.
