How old are you? How often do you masturbate? Do you use any lubrication? You look uncircumsized, so you might not use and lube, I'm not sure because I am circumcised and obviously have to use something. Might be broken blood vessels? Did you ask what it could be when you got tested for STIs?

Hello I'm 26 I had 2 partners this year but the past 2 months I haven't had any intercourse because I was scared I had something I got checked for stds everything came back negative , Doctor inspected my penis and testicles and he said everything look ok . Yes I'm uncircumcised . I probably masturbate once a week what I started doing is using a lot a lot of cream in the past I didn't really used any and I didn't get the marks but I hardly masturbated since I was with a partner for 5 years . I notice when I put aquaphor therapy cream the red rash looks like is not there but after a few hours when it drys you can see it a bit ? Have you ever had a similar situation or what do you think it can be

Doesn't looks like an STI. Could be balanitis. Canesten cream may help.
These links may help, though the second one is written for doctors:

It's also a good idea to take a leak and wash it (just with water) after having sex. I know the temptation is just to roll over and go to sleep, but then you have bodily fluids from you and your partner drying out on fairly sensitive skin, and it sometimes reacts.

Could it be linked to the shower product you use. I used to use stronger perfumed product until I noticed how and blocky I was...then when
Masturbating, the situation became worse...try some neutral shower product e.g. Sanex
