I have a shiny, circular spot on my penis that is growing

It has been growing for going on 2 years. The first person to see it said syphilis and treated me for it, then they called to say sorry...i tested negative. The next person gave me the full panel and I mean FULL. All negative, included herpes.
Next, I went to a dermatologist who did not know what it was. She gave me an ointment and it didn't work.
Now it is a bigger spot and is much more obvious after masturbating.
I have a girlfriend who gets tested when she goes to her by no, and she is still clean.
Can anyone tell me what the heck this is? It is also more sensitive and tender within the perimeter. Could it be aome kind of fungal growth?
Also, how do I attach a photo?

Okay, so I apparently can't add a photo unless it's smaller than 2 mb. Not to brag, but my pictures are too big. Idk how to make it smaller without making it blurry.
can anyone at least venture a guess as to what it could be so I can look up their guess?
I have a pretty serious issue with having doctors that get stumped or give up. Like they are just a guy with a job who wants to go home.

I use free software Irfanview to shrink photos. You could either resize the pic to 50% x 50% with Image Resize or save it as a jpeg with a lower save quality eg 50.
If a dermatologist and another doctor don't know what it is though, then I suspect we won't either.
