If anyone has any idea please help me with this. I have been getting these white bumps

i have been getting these little white bumpy structures on my penis frenelum and few below penile foreskin. I dont feel any pain in them nor any other adverse symptoms. i am worried about what they are because the y are not vanishing even after proper sanitation and care and i looked on internet and couldn't find anything. Your help would be much appretiated.
