Is this herpes?

I am 17 years old and I am a bit shy so I don't realy want to visit the doctor for this. But I am kind of scared. I haven't had proper intercourse yet. So this is what is bugging me. This ''thing'' appears for a few months (like half a year) than the other half a year it dissapears which I think might be simmilar to herpes. What is this ''thing''? Skin on my glans becomes kind of bumpy, on the bumps there is something white-ish which I can pinch of very easy. I don't have ANY sympthoms at all, pain, bleeding, absolutely nothing. I just feel it doesn't look nice and makes me less confident, also I don't want to transfer herpes to someone if it even is herpes...
If you need some more intel to be able to help me feel free to ask.

IF you haven't had full sex yet, it's highly unlikely to be herpes. Where on the glans are these bumps, and how many are there? It sounds very unusual to have them for a few months, then not for the next few months. How old were you when you first had them, and how many times have they appeared?

I'm not sure you need too, but if you want to see a doctor, you could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.

They appear on the front of the glans (not on the corona, maybe you were thinking of papiles which I do have and are not what I am talking about). They are not really bumps (I shouldn't have called them that) they just make the skin have a different texture on some parts where the white stuff appears.
I don't really know how old I was when it first appeared I was probably like 15 or so. I might picture it when the white stuff appears again right now it is barely visible as it is slightly more red then the rest of the glans.

Yes, I was thinking about pearly penile papules. If they're at the front, either side of the frenulum, they could be Tyson's glands. Those wouldn't normally keep going away and coming back though.
Whatever it is, I'm fairly sure it's not herpes.

Definitely not PPP, and looks like balanitis to me. I don't think it's anything serious, and personally, I wouldn't see a doctor unless it gets a lot worse or an anti-fungal cream doesn't help. If you do decide to see a doctor, then you could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details. Since you're circumcised, you're probably in the US, in which case Planned Parenthood have free or low cost health centres in some places.

Washing (with water, no soap) daily, and taking a leak and washing after masturbation or sex will probably help, and you could also try Canesten cream or Daktarin cream. Loose fitting cotton underwear may help, and some sites recommend washing underwear with non-biological washing powder or liquid.

Google Fordyce spots and see if that's it. Pearly penile papules is another possibility.
