Has she had the following done:

    Calorics

    Audiometry

Eye movement findings on clinical examination.

Please describe the dizziness (rotatory/spinning feeling? or other feeling).  Is there hearing loss?

She needs to do tests to see if there is a problem with her INNER ear.  Calorics need to be done, and poor tone audiometry.  You need to find a physician (either a neurotologist or ENT specialist with an interest in neurotology) that will give your daughter a full eye movement clinical examination.  It sounds like your daughter has a vestibular problem, but you need to see the right physician.

There is also the possibility at this age that your daughter may be overinterpreting what she is seeing in the environment.  But again, you need someone with experience to determine this, the same specialities as noted above.

Listen to eleftherio33095.  That individual knows what he or she is talking about.  I have vestibular neuritis and have all the same symptoms as your daughter.  It's an inner ear problem (vestibular system) that controls balance.  She probably had damage to her vestibular nerve and it's wreaking havoc on her entire eye coordination and balance system.  She needs to start Vestibular Rehab Therapy.  It's the only thing that seems to work.

Yeh i wil but do i get a referrel from my gp to get her into see a neurotologist the thing that makes me angry is the children specialist done a vertigo test on her&said her middle ear was fine he told me that no other test can show them your middle ear

Calorics: Warm/cold air/water is placed in each ear seperately.  This tests a specific part of the inner ear called the horizontal canal, and in turn the superior vestibular nerve.

Audiometry: Hearing test.  Hearing loss at less than 2 kHz would indicate a specific form of vestibular condition.

Vestibular: That part of the nervous system that is responsible for the sensation of balance, which together with vision and proprioception (where the arms and legs are in space) are involved in orientation.

How you see these specialists depends on how the health system works in your country.

My sister in law just said she googled vestibular neuritis&it says its a form of herbies is that right

No it is not a form of herpes.  Vestibular neuritis is caused by damage to the vestibular nerve in the ear.  The damage is POSSIBLY by the herpes virus.  No one knows for sure.  The herpes virus linked to cold sores.  Not genital herpes.
