My foreskin and glans gets really red after washing and masturbation. Can it be fungal infection?

The issue is my foreskin and glans are normal when there is no erection during the day. But when ever I wash it or during masturbation it gets really red and red or purple dots pop up on the glans also. There is no itching or discharge what so ever. I consulted a dermatologist. He said that it's not fungal infection as it is not red all the time.
I am not using any soap for the past 3 months on the penis.
Please help!

I don't know why a dermatologist would say that it's not a fungal infection, as that looks and sounds very much like balanitis to me, and it's quite common for that to appear and disappear. The wrinkling on two of the pics you posted on other discussions looks unusual, but not the redness.
If it's fungal, then taking antibiotics won't help, and could easily make things worse. I'm appending my standard cut and paste for balanitis, though since it doesn't seem to have been responding to antifungals, I'd see a urologist.

Washing (with water, no soap) daily, and taking a leak and washing after masturbation or sex will probably help, and you could also try Canesten cream or Daktarin cream. Loose fitting cotton underwear may help, and some sites recommend washing underwear with non-biological washing powder or liquid.

I don't know why the doctor is saying so. He gave me the logic that with fungal infection it stays that way the whole day. I am really fed up now sir.
I have been to 4 dermatologist and 1 urologist and 1 sexologist. Nothing is helping. The wrinkles come only after washing and drying the glans. It is normal the whole day. Shall I try Nystatin? Is it a steroid?
I am ensuring utmost cleanliness there . I didn't used to care about it earlier before I got these symptoms as nobody informed me about the things that can happen down there.

If it's not fungal it could be bacterial, but sounds very mild in nature and not really a problem. You could ry some ant-septic cream. It's probably always like that, but changes in appearance due to differences in how much blood reaches your penis tip when aroused or warm. The dermatologist was probably the best person to consult - why didn't you feel reassured?

There are very few chances that it may be bacterial as I was already on a dose of doxy and itranozole for 20 days.
I have already used Onabet for more than a month and the redness always comes back after washing with not water. I have consulted 4 dermatologist already sir. They just prescribed steroids which do more damage. I guess the balanitis has becomes really resistant now due to many medicines. I had sexual contact 4 months ago and that's when all this started. I had checked for all STDs and tested negative. I have no other symptoms whatsoever than the redness of foreskin and red dots on glans while erection. I also have itching and irritation in the groin area with some red dots. The doc said it just due to dry skin.

I'm out of my knowledge and experience comfort zone now, so won't add much more. The only thing I would say is that my guess is that the external and internal bacterial worlds are probably very different. ie just because you are taking antibiotics internally doesn't mean your skin is immune from bacterial infection. There are so many bacteria, and some are resistant to the antibiotics we are most commonly prescribed anyway.
