What is your sexual history for the last 8 to 12 months:
have you been sexually active? If yes,
do you always use condoms?
sometimes / always no condom and different partners?
.
Are you able to see a Regular / Family Doctor or GP? If not, can you go to a Sexual Health Center?
What you have is not distinctive enough to say it is one thing or another - if you have been sexually active you first of all need to rule out the possibilities that this is STD / STI related or not - you need professional medical advice for that by attending in person and any relevant tests can be conducted ......

Given your sexual history Michael, what I think you have is several things going on together: something has disrupted the regular pigmentation of the skin, the bumps that are visible on the shaft and head of the penis I think are simply due to the action of soap and shower gel and stuff like that has taken away the natural hydration from your penile skin. Note: the bumps are there anyway, normally you would not notice them.
Unless you can get to a Dermatologist you are going to have to address the hydration issues yourself. To re-hydrate the skin of the entire penis get some liquid Coconut Oil and apply a thin film of this once you have fully dried yourself after taking a shower - you need to apply the oil at least every other day.
I will post my guide below for men who are experiencing skin issues like this. Read through it carefully, if you have any further questions simply hit the Reply button ..
.
Penile Hygiene Protocol to Combat Penile Problems
.
Abstain from applying anything at all to your penis - wash the head / glans with water only, dry 100% immediately afterwards by patting dry with a towel. When taking a shower wash everywhere else first, do not apply soap or other bodily cleansers to your penis, once you have thoroughly rinsed everything off, wash your penis with the water from the shower and rub with the inside of your hand only. Make sure you fully rinse away and soap and body cleansers that have gotten onto your penis when you cleaned the rest of your body, Again, make sure your penis is completely dry once you get out of the shower.
Don't apply any Lubes, Baby Oil, Moisturiser or Skin Creams / Lotions to it. If you are sexually active, or Masturbate, clear away any fluids from the entire surface of the head and elsewhere on your penis as soon as you can, use Coconut Oil to hydrate regularly.
PLEASE NOTE: as the hydration issues have taken many years to arrive at the point they are now you will need to put into practice all the things I have stated for many months before you even see any real difference. This needs to be a regime you practice everyday, otherwise your penile skin will not recover.
