As I say, I need to make sure what you are talking about:
On the rim / corona of the head of your penis you have Pearly Penile Papules (PPP) and these are completely normal. The photo shows some small whiteish dots that lead from the center of your glans to the tip of your penis, and also a few larger bumps that may appear across the glans. Which of these are you concerned about?
As I have detailed above, other than the PPP all these dots and bumps are likely to be contact dermatitis related, and I have detailed how to deal with these.
However, the lighter coloured spots or dots could potentially be the signs of the beginnings of a skin condition, so obviously you need to monitor this for them getting worse. Again, you need to put in place what I detail above.
The other possibility depends on whether you are sexually active or not? And if you are, have you been at risk of any STI/STD's by not using condoms every time you have penetrative sex?

Im not sexually active and i was talking about the spots leading from the centre of the penis head. I am also worried about the bumps covering the whole penis head.

You could have a combination of things going on, so I suggest you put the stuff in place that I detailed for Contact Dermatitis anyway ......

J, you clearly have two issues here:
Your foreskin does not have sufficient elasticity or suppleness to fit backwards and forwards across the glans / head of your penis and you are risk of experiencing Paraphimosis.
I could not even expose any of my glans in my late teenage years, but I was able to successfully remedy that myself, nowadays there are lots of freely available information sources on the internet, take a look at:

The other issue you have I think is generically referred to as Contact Dermatitis and this is most often caused by years of exposure to everyday items such as soap and shower gel, or can be relative minimal exposure to something like condoms. Here is further detail on that:

So, the bumps are naturally present on the head of the penis, only, we do not usually notice them, it is when the skin on the head of the penis becomes sufficiently irritated that they become noticeable.
What I suggest will happen for you is that if you continue as you currently are the bumps will simply remain visible.
What you need to think about is everything that comes into contact with the skin on the head of your penis - this can be something as simple as soap, shower gel, other body wash, such as if you use hair shampoo in the shower and some gets onto the skin of your penis. Also, many men use Lubes of different kinds for masturbation and sex, these can be specific lubes, but many men use stuff like Baby Oil or skin cream as a lube, or regularly apply a skin cream to hydrate the skin of the penis.
What you need to do is to exclude anything such as this from getting onto your penis. Wash your penis with water only and make sure it is completely dry afterwards.
This will be an extended process as you may not see any change for 3, 4 or even 6 months or more of excluding all these chemical based items from getting onto the head of your penis

is there a name for the type of contact demititis i have. Also how long can it take to heal. and the cracked skin could that be caused by the water or not.

What I was detailing was the most likely causes of the condition, long-term exposure to a causal agent is Irritant Contact Dermatitis, if a man has a reaction to using a particular condom, for example, that would be Allergic Contact Dermatitis.
You have ruled out sexual contact or the potential of a reaction to something like condoms. What you are dealing with is a 'list' of likely causes, as most people are exposed to soap from birth this is the most likely cause, then shower gel, then things like skin cream if they are regularly used. This is not an exact science, even for a Dermatologist, which I am not, it is often a process of elimination to pin-point an actual cause.
What I suggest as an approach is to eliminate everything other than water from getting on the head and foreskin of your penis, then when you use water to wash, you need to make sure the skin of the head area is completely dry. Once you do this you can then pretty much eliminate contact dermatitis - however, by removing everything from contacting the head of the penis you may not notice ANY difference for 3, 5 or 7 months or even longer, depending on the original cause.
The other possibility is you have an ongoing health condition that has caused this, and / or you have a skin condition present elsewhere on the body, and this may not be diagnosed, as of yet. This is why you need to monitor the situation carefully to look for changes - if it worsens consult a Doctor or Dermatologist.
It is even possible that there are impurities in your water supply, and I am sure some people do get a reaction to this where it is present: what you are dealing with there is too unlikely circumstances - something is present in the water, and even more unlikely - this has caused this, but this is not an impossibility.

thank you. i know you said that i should not use anything other than water but would it help if i used e45 as a moisturizer

Healthy skin, particularly on an uncircumcised male, does not need moisturizer. My advice would be to use water only for 3 months at least if you are trying to achieve healthy natural skin .....
