Pimple? Ingrown hair? What is this on my penile shaft.

I had a little bump on my penis which when I pressed, very little pus came out of it.

after a few days, it grew bigger and again after waiting for a few days it was 95% gone. (I also saw a tiny hair growing from it which vanished after a while)

But after a few days now, and some sexual activities like fellatio etc., it has grown bigger and a white head is on it (attached photos).

I did meddle with it and white watery liquid + pus + some blood did come out...but that was before it turned into this.

Can anybody help me with this? is it cancer? is it herpes? what is it? HOW DO I GET RID OF IT?
