Don't use borax substitute, which is available here - it isn't the same thing at all.

I ordered the one that the American ladies talk about, 20 mule team, from Ebay. It arrived (I was prepared for it not to). I am still using up my first batch which I also got on Ebay from somewhere in India. It has helped me. Have you tried making it a bit stronger? I add it to tepid water until the crystals don't dissolve any more. Or Bicarbonate of Soda? some people here have had good results with that too. Is it definitely Borax that you have? not Borax substitute?
