Sticky foreskin. Help

I am 16 year old and my penis is still sensitive. I can pull the forskin back a after a few seconds the foreskin gets dry and shiny and wrinkly. When i retract the foreskin sticks to the head so if i pull back again the foreskin kinda peels from the head not slide.if i put water on the head then it slides normally. But when it dries again it hurts again for my foreskin to go up and down since my penis is sensitive. Help.

How long have you been able to retract your foreskin? Is it recent? Are you able to retract easily when it's hard?

If it's that recent since you've been able to retract at all, then it's likely that this will just fix itself over time. Your penis is probably still growing, and the foreskin will also stretch, but that might take a bit longer. Just keep it clean down there - wash under the foreskin (with water only) when you have a shower, and go for a pee and clean it after you ejaculate.
If it's causing pain and it doesn't seem to be getting any better, You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
If you ever get the foreskin stuck behind the glans ("paraphimosis", which is rare), then use cold water to shrink the erection, and and try to pull the foreskin back over the glans, and if that doesn't work, go to A&E (called ER in America). The "glans" is the "helmet" or "bell end" part of the penis btw.

What should I do to make my penis insensitive quickly? I read some answers regarding penis sensitivity elsewhere, they said that your penis should become insensitive in 2-3 months.
I feel like i should mention the reason why i had not been able to retract my foreskin at an earlier age. I never used the normal masturbation practice ie. Up-down penis movement through hand. I used to rub my penis while wearing underwear. So i never encouraged my foreskin to go back. Now i have adopted the normal masturbation method

I thought it was anywhere between 14 and 18, but I just saw an NHS page saying this:
Each penis is unique and boys develop at different ages and rates. During puberty, usually between the ages of 11 and 18, the penis and testicles develop more rapidly, although the penis doesn't stop growing until the age of 21.
Some males just hit puberty earlier or later than others. I hit puberty late, and while I'm not really sure, I think mine carried on growing till I was about 19.

This still seems like something that will fix itself, and I don't think you should be trying to make your penis less sensitive faster. You might be glad to have lots of sensitivity later in life (though what you do now may not affect that much). I'm very happy with my equipment, but I'd love to have more of the sensitivity I used to have.
For what it's worth, I'm 51, and I don't leave my foreskin retracted in the shower either, and I'd hate to have my glans exposed when I'm not hard. I was very sensitive when I was your age, and I couldn't put my glans straight under the shower, but that wasn't a problem after a few years.
I think masturbation methods change depending on how someone's equipment is configured. Males with a very tight circumcision usually use lube for instance. Mine changed to what I think is the usual standard when retraction became easier at around age 13.

But its sensitive to the point i can't touch it. I don't think i could be in a sexual relationship with a girl right now. It would be awkward as when she would touch it i would be painful and i would be pulling my penis back away from her. Even sex, i don't think my penis head could take even a touch of a condom

If you're able to masturbate, then you should be able to have sex. Premature ejaculation might be an issue, but a lot of men have problems with that when they're starting out. If it's the first time for either you or the girl, then there's a good chance that it will be very awkward no matter what.
I had problems with premature ejaculation the first few times I had sex, but at that age (I'd just turned 19), it wasn't a problem to try again ten minutes later when I'd have a bit more self control. There are also condoms which make you last longer.
It might be worth using a condom when you're on your own btw, just so you know what you're doing when you want to use one with a girl. It's a little bit harder to masturbate with a condom, but it can be done, especially if you use lube.

It's unlikely you'll find it difficult to ejaculate while having sex anyway. I only suggested trying a condom because if the first time you ever try to put one on is the first time you ever have sex, it can be quite difficult to focus. Using a condom isn't exactly difficult, but if you've put one on once or twice before, it may help when you're actually using one for real.

Its kinda difficult to get a condom to the house with my parents around but i guess i'll try if i get the chance
