Sticky foreskin. Help

I am 16 year old and my penis is still sensitive. I can pull the forskin back a after a few seconds the foreskin gets dry and shiny and wrinkly. When i retract the foreskin sticks to the head so if i pull back again the foreskin kinda peels from the head not slide.if i put water on the head then it slides normally. But when it dries again it hurts again for my foreskin to go up and down since my penis is sensitive. Help.

did this resolve itself or did you find out anything new. I'm currently in the same situation you were and would love any help/advice
