Jack, have you been circumcised or is your foreskin fully intact?
If you are totally uncircumcised what you have is referred to as Paraphimosis. Here is a little information:
" Paraphimosis is a condition that only affects uncircumcised males. It develops when the foreskin can no longer be pulled forward over the tip of the penis. This causes the foreskin to become swollen and stuck, which may slow or stop the flow of blood to the tip of the penis. The condition can lead to serious complications if it isn’t treated. "

You can use ice to reduce the swelling, if it is not too painful to do, you can apply light pressure to the swollen area - let me know if you have been circumcised?

i just washed it with soap very well and within few hours the swallen is gone , right now its gone ? so what you think it is serious?

Okay then, it was no use me talking about issues related to a tight foreskin if you are circumcised. My best guess is that you have issues related to the way in which your circumcision was performed - the only medical professional that can deal with this for you is a Urologist.
In which country do you live? Do you know how you would get to see a Urologist?
