What is your age? Have you had a partial or some form of circumcision?

The general principle is that if it has looked like this for a period of years then this is the way your penis has developed.

That does not mean you cannot work towards making the skin look healthier, this would entail using particularly penile hygiene protocols such as not exposing your penis to soap, shower gel and other body wash products, using water only to clean. And potentially using something like liquid coconut oil.

How long this would take is largely dependant on whether you have some degree of circumcision - but be warned, you would need to do all the 'right' things and exclude the 'wrong' things consistently for any meaningful change to occur.

That is, this would not become any different quickly - you would most likely get a slow fade to healthier skin, but you may not notice any real difference for way in excess of 2 or potentially 3 years I would suggest ....

This is natural development to your penis. Wash with water only

Okay, so take it the opposite way: what do you think the issue is?

To me, this is natural development to a circumcised penis.

If you want an in-person professional opinion go see a Urologist.

so your seeing this as a natural thing?

i honestly have no idea what i am talking about

So, you are saying your penis has been like this "forever" to quote what you are saying.

What you see is the result of your penis being circumcised - this means that ALL the natural hydration that would have been present at the top part of your penis has been lost. This creates a process where the exposed skin, in simple terms dries out.

You can help make this 'less worse' by not using soaps, shower gel and other forms of body wash - as, again, simply, these dry the skin out further.

To help replace the lost hydration many men find it extremely useful to use a fine coating of Liquid Coconut Oil every other day - best time to apply is after you have dried yourself following a shower.
