There's not much information there, but they could just be pearly penile papules, which aren't an STI, and are so common, they're almost normal. Where are these spots though, how big are they, how many are there, and are you sexually active?
If you want to add pics, you need to be on a PC or laptop with a large window. If you are, then you should see some extra icons towards the top right of where you type, and the right hand icon (which I think is supposed to look like the sun over hills) will add images.
The pic I've attached here shows the icons:

It's probably just balanitis, which is usually fungal, so antibiotics won't help, and could make it worse.
If it's balanitis, then these links may help:
https://patient.info/health/balanitis-leaflet
https://patient.info/doctor/balanitis-pro ;
(written for doctors)
Washing (with water, no soap) daily, and taking a leak and washing after masturbation or sex will probably help, and you could also try Canesten cream or Daktarin cream. Loose fitting cotton underwear may help, and some sites recommend washing underwear with non-biological washing powder or liquid.
Personally, I wouldn't see a doctor unless it gets worse, or doesn't clear up in a week or two. If you do see a doctor though, please let us know what they say.
Antibiotics aren't available over the counter in the UK btw, and I actually find it quite disturbing that anyone can get them for whatever they feel like in the US.

Looks like a form of balanitis to me, but I wouldn't try to talk you out of seeing a doctor. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
?I'd be very interested to hear what a doctor says, but I'd be surprised if it's anything serious, so I wouldn't worry about it too much if I were you.

I had to google that to find out what it was, but the active ingredients are all fairly powerful, and it's a combination of a steroid cream, antibiotic, and antifungal. I don't know if that's something you can get OTC in the US, but I wouldn't want to put it on my glans unless a doctor advised it. I'd stick to a regular antifungal cream if I were you eg Canesten (Clotrimazole) or Daktarin.
