Blotchy red rash/irritated skin on penile head (lasted for over 3 moths now)?

Part of the skin on the head of my penis has become slightly red and is causing some pain/irritation.
It first appeared the day after I used a condom so I think I must have had a reaction to the latex or some other substance in the condom.
The tip of the penis became super sensitive and noticeably hurt whenever it touched my underwear.
The skin was and still is noticeably red close to and directly around the meatus. This redness gets worse and bigger after I've come out the shower or masturbated.
An hour or so after ejaculation, I get a slight burn/irritation at the very end of the urethra when I urinate and this can last for a few days before subsiding. This has put me off from masturbating as much now.
This has lasted for about 3 months now with no signs of improvement.
I saw a doctor and was prescribed timodine/hydrocortisone cream and this didn't have much effect and am slightly worried it may just make things worse so have stopped using it for now.
It almost seems as if the redness comes from within the skin rather than on the surface.
I don't think its balanitis as I haven't had that for over 12 years when I was a kid and that was with the usual smegma discharge etc, whereas this is just redness.
I've attached images to show how it looks straight after showering, which is when the redness is at its worst and the contrast between the normal skin colour and the redness can be clearly seen.

I have followed that possibility a lot! thing is, how is it detected? in urine? exudate? send me the link please.
But by now, iam assuming some kind of bad but not 16,18 hpv is the cause for most of us.
the reason medics dont do or say tell us anything is because they know there's nothing that can be done.

think about this, I had a 10 panel std test it tested for everything, If it were hpv I dont think it would effect peoples bowel movements. the reason so many of these people are testing postive for hpv is because its so common, so many people have it. there would be a bigger group for this ,if it were that. look up the symptoms of candida. its either yeast like a localized yeast infection, or systemic over growth of yeast or both. If its not bacterial infection like std and its not a virus like hsv then what is left? fungal infection either localized or systemic or both

So on the assumption fungal any idea why the Trimovate not working? Fungal would seem to fit the bill as I pass all STI tests (x4) and my glans looks distinctly worse when left wet. Would fungal be painful? Tried Flucanozole which didn't help, perhaps need Canesten for longer?

was the canesten a cream? my idea is that we need to take it orally, to get in our systems if its an infected prostate or urinary tract then a cream isnt going to help. theres someone on here that said they were cured and their dr found a infection in their prostate as well as what they had on their penis, and the dr didnt know which one caused the other but his dr treated them both and he said its gone, at some point maybe ill go back through and find it

But you did not answer me about, shouldnt a candida that lasts more than 1 year, show at least a tiny thing in Urine tests and Exudates? cultures and bateria came negative.
And yes, the classics std all came negative too.
So you would just take Fluconazol to rule the chance out even with the tests I mentioned being negative? a doctor even said "their negative, it isnt fungus".
And I know my gf had a biopsy for hpv, so there were some marks!

im not sure if its a localized fungal infection to the prostate or urinary tract, or a yeast infection or thrush and oral thrush but its some kind of fungal. your gf probabaly came back with hpv positive because most people have it. a lot of people would test positive
