If it doesn't hurt then it's just Fordyce spots, that's what my doctor said to me when I went to check on it. If it does hurt, or itch unbearably or hurts to urine do see the doctor, however I'm no health expert so don't take my word for it and get it checked out ASAP.

What age are you Sergio? Things like Fordyce Spots begin to develop at any time following the onset of Sexual Maturation and can develop up until the age of around 25 to 28 YOA.
So it is possible these are something other than Fordyce for example, if you feel you are at risk of having an STD / STI then go get tested, this is the only way to achieve peace of mind.

Okay, so as I say you may get more of these developing, or / and the ones you currently have becoming more noticeable in the next few years - in line with how Kim further describes.
The third photo you have posted suggests you also have a dry skin issue - do not apply soap or any form of body wash such as shower gel directly to your penis, use water only. If you currently apply any skin cream or lotion, or even things like baby oil stop using these - the best things to hydrate penile skin is a regular light coating of either Coconut Oil or Shea butter. Best time to apply these is after you have fully dried yourself after you have taken a shower.
