Introduction
This article summarises the NHS England Primary Care Bulletin for 15 October 2026, the weekly email update for teams in general practice, dentistry, community pharmacy, and optometry.
Main themes of the week
This week’s updates focus on ensuring the security of patient records, improving flu vaccination rates among social care staff, and the introduction of a new draft community pharmacy prescribing specification.
Primary care
Elective Single Point of Access: technical guidance
The Elective Single Point of Access: technical guidance aims to assist integrated care systems in fulfilling priorities outlined in the Medium-Term Planning Framework. This guidance supports the provision of specialised care closer to home through various healthcare services. It promotes a consistent pathway for general practice to obtain specialist input, ensuring that clinical judgment remains paramount and response times are clear.
Zero tolerance on unlawful access of patient records
NHS England has adopted a zero-tolerance stance on unlawful access to patient records. In a recent communication, NHS England CEO Sir Jim Mackey emphasised that patient information should only be accessed for legitimate professional needs. NHS staff are encouraged to consult with their managers if unsure about accessing records. Refer to the guidance for the correct procedures to follow.
Multi-neighbourhood training hubs – market engagement
NHS England is initiating market engagement for the procurement of multi-neighbourhood training hubs as existing contracts are set to expire. Interested parties can find details and register via the Atamis e-sourcing portal, with the deadline for submissions set for 12pm on Monday 26 October 2026. More information is available here.
General practice
Improving flu vaccination uptake for frontline workers in social care settings
It is vital for health and care staff to receive the flu vaccine annually to protect themselves and those they care for. Under the Seasonal Vaccination Enhanced Service Specification, practices can offer vaccinations to eligible frontline workers in social care settings. This initiative encourages practices to administer vaccinations alongside those for residents or at their own facilities.
Tech Innovation Framework extension
The Tech Innovation Framework has been extended until 30 September 2027. This extension ensures that NHS organisations maintain access to innovative digital solutions during the transition to new arrangements. Future provisions will be managed through a new GPIT framework as detailed in a planned procurement notice.
‘Overwhelmingly positive’ experience of social prescribing
Recent research findings by the Patients Association indicate that social prescribing has had a significant positive impact on patients' lives, enhancing their mental wellbeing and social connections. The study outlines recommendations for service improvements.
Dentistry
NHS dentistry: care pathways guidance
The NHS dentistry: care pathways guidance offers a clinical framework for new care pathways and should be considered alongside the updated NHS dentistry quality and payment reforms contractual guidance. A recording of the NHS dental quality and payment reforms webinar on care pathways is available on NHS Futures.
Community pharmacy
Pharmacy health campaigns 2026/27: reminder
Under the Community Pharmacy Contractual Framework 2026/27, community pharmacy contractors are required to promote two national health campaigns. Currently, a campaign from 5 October to 25 October 2026 encourages respect towards pharmacy teams to ensure safe and effective practice. Contractors should use available materials to promote this campaign.
NHS Community Pharmacy Prescribing Specification available
The draft of the NHS Community Pharmacy Prescribing Specification is now accessible on the NHSBSA website. This specification enables prescribing capabilities within the NHS Pharmacy First Service and NHS Pharmacy Contraception Service. Contractors will be notified by their Integrated Care Board (ICB) when the registration page opens. Supporting resources can be found on the NHSBSA website.
